Masterplan

A draft Better Barrhead framework and town centre master plan was produced by DTZ Pieda, Scottish Enterprise Renfrewshire and East Renfrewshire Council in 2006. These draft documents set out options for the regeneration initative planned for Barrhead. After a period of community consultation the documents were altered to take on board the comments and views of the local community. The finalised framework and masterplan were then published in early 2007 and set out the reasons for regeneration initiative in Barrhead and set out the projects that will be involved.

The masterplan was updated in February 2008 to reflect recent progress made by the Better Barrhead team. If you have a look at the original masterplan and the revised document you will see that both the supermarket and health centre have changed their locations. The supermarket is now closer to the main street, this has been done to bring it closer to the sports centre, Council Offices and new health centre. The final location and shape of the health centre itself is also shown in the revised masterplan. Other changes include the salvation army building staying on Main Street and a roundabout on the as yet un-named New Road.

The Framework and Masterplan are based around the regeneration of Barrhead's town centre by creating a hub for social, educational, leisure, community and commercial activity. Some of the key features involved in achieving this are noted below.

East Renfrewshire College

An integrated new college, library and creche facility will be a major component of the redevelopment of Barrhead town centre and will help to re-energise the heart of Barrhead. To be developed by a consortium of colleges and led by Reid Kerr College, the East Renfrewshire college centre will be a first for East Renfrewshire and is expected to provide up to 3,500 vocational training places and a range of learning opportunities.

Supermarket

A site close to Main Street and the existing shops has been selected for the development of a new supermarket. Several of the large supermarket operators are interested in locating in Barrhead and towards the end of 2007 the site will be marketed and an operator selected. A new supermarket in the centre of Barrhead will not only modernise Barrhead’s shopping but will also bring more jobs to the area.

Barrhead Health and Social Care Resource Centre

East Renfrewshire Community Health and Care Partnership are working closely with the Barrhead community and with NHS Greater Glasgow and Clyde to develop the site of the former Carlibar primary school as a new health and social care resource centre. The new centre will replace and enhance the services of the existing Barrhead Health Centre at Main Street. Located close to the existing council landmark office building, the new centre will provide modern facilities fit for purpose in a central, accessible location.

New Glen Street

Better Barrhead includes a new route for Glen Street. The realigned Glen Street will improve travel across the town and strengthens the links from Main Street up to the railway station. The new Glen Street will also provide access for the college centre, supermarket and new housing.

Civic Square

A new civic square designed with high quality materials will be created in front of the Barrhead Sports Centre following the development of the supermarket and health and social care resource centre. The civic square will bring vibrancy to the centre of Barrhead and will be at the heart of Barrhead’s new civic core.

Linear Park

The reshaping of the green space within the town centre will provide potential for creating a new town park with integrated recreational and play facilities. Following the course of the River Levern and taking in Centenary Park, this new linear park will be designed in such a way as to properly integrate the new buildings with the greenspaces. Designs for the park will be drawn up in consultation with the local community from late 2007 onwards.

Commercial Improvement Zones (Main Street and Cross Arthurlie Street)

In addition to new modern shops, just under £1M will be invested in the public realm of Cross Arthurlie Street and Main Street. The public realm improvement work will include landscaping, planting and improvements to buildings and will improve the town’s important commercial areas for the benefit of the community and local businesses alike.

Shanks Park

A master plan for the redevelopment of Shanks Park as a strategic location for industry has been approved by East Renfrewshire Council. The master plan includes some housing development to enable the necessary decontamination and infrastructure works to take place before Shanks Park can be successfully developed for industry.
